Pastor LocklearBishop Robert L. Locklear, Jr. was born to the union of the Leroy and Rosa Lee Locklear in the city of Raleigh, NC. He began his spiritual relationship while attending Praise Temple Apostolic Church in Raleigh NC, under the leadership of the late Pastor M. D. Battle. Bishop Locklear was baptized in the Name of Lord Jesus Christ in 1977 and received the Gift of the Holy Ghost on January 21, 1978. In 1983 God called Bishop to the preaching and teaching ministry, while still in high school.

He is a gifted and knowledgeable man of God and a pursuer of higher education. In 1985, he graduated from the ETA course. In 1989 he received his Associates in Data Processing from Rutledge Business College, He later attended both Campbell University, and, N.C. State University for Religion and Social Work (1994). Bishop later received a Bachelor of Theology and a Masters in Theology from Beacon University/CLST. Currently, he is enrolled in Apex School of Theology for a Masters of Divinity

Bishop Locklear served 10 years in the Military of which the last five years was as a Non Commissioned Officer Enlisted School Instructor at the NCOES Academy at Fort Bragg, NC. While in the military he received several awards, and military plaques.

Bishop Locklear’s has held every level of licensure to including personal workers, local minister, Regular Licensed Elder, and then ordained in 1996 to farther the message of Jesus Christ through the Pentecostal Churches of the Apostolic Faith Assoc., Inc. In May of 1998 he started New Birth Apostolic Church, after closing a work in Eden NC in 1994. His has worked in various areas of church ministry to include Sunday school, Youth Pastor, and prison and Tent Revivalist/Seminary instructor. Finally, he was graced to serve for total of ten years in a leadership capacity for the Eastern and Southern States Counsel and the PCAF National youth board. Bishop Locklear served faithfully with PCAF from 1977 until 2009.

In November of 2010 Bishop Locklear was consecrated to the office of Bishop, becoming a “Prince in the Kingdom of God” and a “Protector of the Faith” by the laying on of hands of the presbyters of VFOC and the College of Bishops. He also became the Presiding Prelate of Repairing the Breach Ministries, Inc.

In 2009, Bishop Locklear became a part of the International Alliance of Bishops as an Overseer. In 2011 he was granted membership in good standing with the Joint College of African-American Pentecostal Bishops under the leadership of Metropolitan Bishop Dr. J. Delano Ellis, II. Also, with the understanding that every leader need to have “Accountability and Responsibility” to a leader, in 2010 Bishop Locklear came under the personal covering of His Grace, Apostle David Resto, Sr., and the Victory Fellowship of Churches, Inc. where he served as the Executive Secretary for that fellowship for the next year. Bishop Locklear has traveled ministering the gospel of Jesus Christ both national and internationally around the US, Canada, and Nassau where he oversees churches in Nassau and NC.

Bishop Locklear has been married to Lady Carolyn Locklear for over 26 years. They are blessed with three beautiful daughters Ashley, Tiffany, Tacari, and one beautiful grand-daughter Nahkyla.

One of Bishop Locklear’s favorite sayings is “There is a message for this Mess-Age, and a word for this End-time generation, you must be born again”.
